NO device

i start wp power tools and i can;t find any devices what can i do ?

Is the phone showing a connection (charging indicator on the battery icon)?
Do the standard tools (Windows Phone Developer Registration, Application Deployment, or just Visual Studio) see the phone?
Do you see the phone in Windows Explorer, or in the Windows Phone app (I'm assuming you have WP8)?
Is the phone listed in Device Manager? If so, are the drivers working?

If the phone shows a connection but nothing on the computer sees it, you're using a charge-only USB cable. Get a real (data-supporting) USB cable and use that instead.
Otherwise, it's probably a software issue on one end or the other. You can always try just disconnecting+reconnecting the phone, rebooting the phone, and/or rebooting the PC. Any of those could help.

yes developer registration finds the phone!Every thing works perfectly except the power tools!

i am having the same problem my computer recognizes the phone and so as the dev tools but power tools doesn't detect anything not even the emulators i have VS 2013 and WP 8.1

tried link from your post and get message: this app cannot be started....

i have Windows 8.1 Pro x64 with all updates and WP SDK 8.1 with Update 3

I fixed this!

I removed folder "11" in C:\Users\Nickname\AppData\Local\Microsoft\Phone Tools\CoreCon and it works! (Make backup before deleting).

If no, remove folders "10" and "12" as well.
